Reasons to contact the property manager directly by cell phone would be calls dealing with water, fire or blood (violence or criminal activity)  However, owners should first contact emergency responders before contacting management.  If home owners have concerns with other matters, they should contact Welch Randall Property Management, during regular business hours, by phone or e-mail.  Board members should not be contacted directly as they serve on a voluntary basis and have other full-time commitments.  Management will act as the liason between owners and Board members.
